The U.S. Army recognizes that the current and future operating environment is characterized by complexity, uncertainty, and rapid change. The Army anticipates operating in a multi-domain environment, facing peer and near-peer adversaries who employ conventional and unconventional capabilities across the air, land, maritime, space, and cyberspace domains. This complex environment requires the Army to be agile, adaptive, and prepared to conduct operations across the full spectrum of conflict, from peacetime engagement to large-scale combat operations. The Army must be ready to operate in urban areas, as well as austere and remote locations, while contending with increasingly sophisticated threats, such as cyber attacks, electronic warfare, and information operations. To succeed in this dynamic operating environment, the Army emphasizes the importance of readiness, modernization, and leader development to build a more lethal, agile, and resilient force capable of prevailing in multi-domain operations.
